Anita Utseth, Det norske`s VP HSE is as chair of the board, leading the work to join forces to establish a joint emergency response centre to handle second-line response for Operators on the Norwegian Continental Shelf.

For this reason, a feasibility study was launched in 2008 to investigate the best way of handling the function. Operator Association for Emergency Response (OFFB) is the result of that work.
